[sdk-platform-java] Re-enable dependencies check for handwritten modules

Dependency checks were disabled and now removed in google-cloud-java because it does not provide much value to pure GAPICs.
However, now that google-cloud-java also contains handwritten modules (sdk-platform-java, auth, bigquery etc. ), we need to re-enable them. Either in each handwritten module's own CI, or have a consolidated CI check that only runs for handwritten modules
