Move nodeDriverRegistrar health port and liveness probe config from top-level to node section, consistent with the node.livenessProbe pattern already used for the main driver liveness probe. This aligns with the same refactoring done in azurefile-csi-driver, blob-csi-driver, csi-driver-smb, and csi-driver-nfs.
