Document MCP resources for skill files

Summary

• Added an MCP resources section to the MCP docs explaining that skill files are exposed as MCP resources with mintlify://skills/{slug} URIs
• Updated the skill.md docs with a new Access skills through MCP section describing the resources/list and resources/read integration
• Applied equivalent updates to all localized versions (zh, fr, es)

Overview
Adds documentation clarifying that skill files are exposed by the MCP server as MCP resources, discoverable via resources/list and readable via resources/read at mintlify://skills/{slug} with text/markdown.

Updates both the MCP docs and skill.md docs (and their es/fr/zh localized versions) to describe this capability and note it appears only when skill files exist.
