Can you also add address to the base blockquote styling in 02-elements.css? And I think Reversi and Dark Mode have border colors set for blockquote that we'll also need to add address to.

I didn't see any relevant blockquote styling in Reversi, but I updated dark mode.

Purpose
Replaces the DMCA Policy page with a takedown policy page that covers both DMCA and TIDA policies.
Updates related links and FAQs, and adds a link to the policy to the sitemap.
